The Employment Analysis and Policy Division within the Directorate for Employment, Labour and Social Affairs (ELS) is looking for a Statistician to provide statistical support for its programme of work on labour market trends and policies. The selected candidate will be responsible for collecting, cleaning, organising and documenting the data required by various division projects, including both the maintenance and updating of on-going databases and the development of project-specific databases. The tasks will also include providing broader analytical support for the empirical studies conducted by the division and the preparation of its reports. The selected candidate will work under the supervision of one or more economists/policy analysts of the division.

Job Duties

1. Data and databases

Provide support in collecting and verifying data from the 32 OECD member countries and some non-member countries, review their accuracy and consistency with respect to international definitions. Develop and maintain background documentation on sources and methods and on procedures covering all aspects of the production cycle of statistics.
The selected candidate may also be required to take on a primary role in maintaining selected data sets or in developing new databases required for a particular study.

2. Statistical material

Prepare tables and charts for publications, notably country reviews and the OECD Employment Outlook.
Contribute to the drafting of official documents and publications related to statistics.
Carry out ad-hoc tasks such as statistical methodological investigations as required.

3. Analysis

Contribute to the analytical work of economists/policy analysts through statistical analysis of data.
Provide general research assistance, such as literature reviews, source documentation and Internet based research.

4. Liaison and other

Liaise with national and international statistical offices and other data producers to improve data availability and comparability across countries.
Liaise with other OECD offices to identify and access data required for the division’s studies.
Respond to internal or external requests for information.

Qualifications: education, experience, communication and languages

1. Education and experience

Good level of post-secondary education, preferably with a university degree or equivalent in economics or statistics.
Knowledge of labour-market statistics and experience with econometric analysis would be an advantage.
Experience in the use of modern statistical information technology, especially for electronic data collection, verification and analysis. Familiarity with software used by OECD (such as Excel, SAS, STATA) would be an advantage.

2. Key competencies

Experience with statistical analysis, preferably acquired in a national administration or in an international organisation.
Experience in the preparation of statistical documents and reports.
Ability to draft technical notes, documentation and correspondence relating to statistical matters.
Good organisational skills and ability to adapt rapidly to new tasks.

3. Communication and OECD official languages

Good communication and interpersonal skills; good team worker. Ability to work in a multicultural environment under general instructions. Ability to maintain effective working relations with other staff and persons outside of the Organisation.
Excellent knowledge of one of the two official languages of the Organisation (English and French) and good knowledge of the other.
Knowledge of one or more of the languages of other OECD member countries would be an advantage.

N.B. The successful applicants will be required to have passed the OECD's test for Statisticians. Candidates short listed for interview will be contacted to arrange for a test to be held.

The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in that case, the duties and responsibilities assigned to the post will be adjusted accordingly.
