FIXED–TERM APPOINTMENT OF 2 YEARS, WITH POSSIBILITY OF RENEWAL
ONE OR POSSIBLY MORE POSITIONS
The IEA seeks a Junior Energy Analyst to support the ongoing development and running of the IEA’s Mobility Modelling (MoMo) and to contribute to the analysis of energy technology. Fostering energy technology innovation is a central part of the IEA’s work. Development and deployment of safer, cleaner, more efficient technologies is imperative for energy security, environmental protection and economic growth. The transport sector is responsible for almost 60% of oil consumption in OECD countries and drives future growth in OECD oil demand. MoMo has contributed to on-going improvements in the IEA’s ability to characterise and project transport sector activity, efficiency and energy use around the world.
The selected candidate will be part of a small team of enthusiastic professionals reporting to a Senior Energy Analyst in the Energy Technology Policy Division.
Job Duties
1. Energy Analysis
• Contribute to the continued development of the IEA’s energy technology models. Link the models with IEA energy statistics and CO2 emissions databases. Conduct independent research into transport technologies and specialised data. Maintain the models and the relevant software tools.
• Develop and conduct quantitative analysis of energy and energy technology policy issues related to climate change, economic development and energy security. Collect and analyse technology data and relevant statistics and develop reports that detail the analysis conducted.
• Contribute to quantitative studies of energy technologies (notably vehicle technologies) and demand-side measures in the transportation sector. Participate in the analysis of other sectors – including electricity generation, renewables and fossil fuel supply in both OECD member countries and non-member countries – when relevant for the transport-related analysis (e.g. for plug-in hybrid electric vehicles). Contribute to quantitative analysis on alternative motor fuels, including biofuels.
2. Liaison and Outreach
• Collaborate with other Divisions in the Agency and other organisations on cross-cutting projects, publications, policy reviews, and conferences related to the contribution of energy technology to a clean, clever and competitive energy future.
• Participate in preparations for meetings of the Committee on Energy Research and Technology (CERT), working groups, technical groups and conferences as required; participate in relevant external meetings as required; provide support for the development of reports, analyses and information items for these meetings.
• Develop and maintain contacts with external stakeholders, national organisations, industry and other institutions involved in modelling, data collection and energy technology assessments.
Qualifications: education, experience, communication and languages
1. Education and experience
• An advanced university degree in relevant disciplines such as economics, engineering, statistics or public policy.
• One to two years’ experience in quantitative analysis of energy and environment issues, including development and use of energy models. Experience with analysis of the transport sector, especially energy/CO2 aspects.
• Broad understanding of the energy sector (energy supply, transformation, end-uses and energy policies). Familiarity with energy technologies, energy efficiency and related issues, such as climate change and energy policy issues.
2. Key competencies
• Strong quantitative and analytical capabilities, including statistics and energy modelling.
• Excellent level of computer literacy, in particular knowledge of software for data management and analysis (spreadsheets and database). An ability to code in Excel is essential; a knowledge of visual basic would be a plus.
• Creativity, energy and commitment.
• Ability to manage large flows of information and to prioritise tasks independently.
• Committed team worker. High degree of flexibility. Proven ability to handle multi-tasking and meet tight deadlines. Strong sense of responsibility for the successful completion of assigned work.
3. Communication and languages
• Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues in a multicultural environment as well as the ability to foster contacts with officials in national and international fora.
• Very good communication skills.
• Ability to prepare high quality written reports quickly and clearly.
• Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.
