FIXED TERM APPOINTMENT OF ONE YEAR (RENEWABLE)
ONE OR SEVERAL OPENINGS
The OECD Regional Database (RDB) provides a unique set of comparable statistics and indicators on about 2 000 regions in OECD countries. It currently encompasses yearly time-series for around 40 indicators of demography, economic accounts, labour market, social and innovation themes in the OECD member countries and emerging economies.
We are looking for one or several Statisticians to contribute to the management of the OECD Regional Database by increasing the scope of the available territorial information. The selected person (s) will work under the supervision of the Head of the Regional Development Policy (RDP) Division in the Public Governance and Territorial Development Directorate (GOV).
Job Duties
1. Data base management
• Collect data from countries’ websites and various databases. Update series, verify the accuracy, consistency and comparability of series when they are revised or when definitions are modified.
• Develop and implement procedures to improve the maintenance and use of the Regional Database on the SQL server.
• Play an active role in making the OECD RDB more visible and accessible through the web graphic tool OECD eXplorer.
2. Statistical material and data analysis
• Develop and maintain programmes and procedures for the production of tables, graphs and maps for inclusion in electronic publications; assist with the layout of the publication “Regions at a Glance” and other statistical publications of the Division.
• Contribute to technical reports and draft explanatory notes on the methodology used in the statistical analysis and information on data collected.
• Undertake territorial analysis of microdata on firms or labour force surveys.
Qualifications: education, experience, communication and languages
1. Education and experience
• Post-secondary education in statistics, computer science, economics or a related subject.
• Excellent knowledge of database management with SQL server 2005 or 2008.
• Experience in the preparation and use of statistics, including metadata.
• Proven experience in the use of at least one statistical software package (STATA, SAS, or R).
2. Key competencies
• Sound analytical skills and demonstrated experience in collection and management of data.
• Motivation to develop original analytical approaches and proven ability to take initiative.
• Good organisational skills, ability to work effectively on the basis of general instructions.
• Previous experience with microdata from firm database or from household income and labour force surveys would be an advantage.
• Good knowledge of mapinfo or other geographical information systems.
3. Communication and OECD official languages
• Very good interpersonal skills and ability to maintain good working relations inside and outside the Organisation.
• Excellent knowledge of one of the two official languages of the Organisation (English or French) and good knowledge of the other.
• Ability to draft clear and concise explanatory/user notes.
NB. The successful applicant will be required to have passed the OECD's test for Statisticians. Candidates shortlisted for interview will be contacted to arrange for a test to be held.
The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
